Minutes of the eleventh regular
meeting of the 2008/2009 Council of the Village of Glenboro held in the
Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on
Tuesday, September 8th, 2009 at 7:00 p.m. Present at the meeting: Mayor
William R. Shackel, Councillors Loren H. Nelson, Steve R. Bjornson, Robert G.
Jewsbury, Wayne C. Davidson, Chief Administrative Officer Eric C. Plaetinck and
Assistant Chief Administrative Officer Darren J. Myers.
Mayor
William R. Shackel, presiding, called the meeting to order at 7:01 p.m. During
the meeting, at the time indicated, Council met with the following delegation: Cpl. Jarid St. Pierre

R.C.M.P. Detachment Re: Village Policing Issues RESOLVED that the minutes of the last regular meeting of Council held on Tuesday August 11, 2009 be taken as read and approved, all statutory requirements having been fulfilled.

that the Council of the Village of Glenboro acknowledge and accept notification
from the City of Brandon Fire Department that the 2010 enhanced 9-1-1 service
fees for the Village will be set at $2.90 per capita, unchanged from 2009.

RESOLVED that the Council of the Village of Glenboro authorize Councillor
Steve Bjornson and Mayor Bill Shackel to attend the Pandemic Preparedness Forum
being held September 21, 2009 in Souris, Manitoba.

WHEREAS people today have the opportunity to live longer lives because of
breakthroughs in medical research;
AND WHEREAS Muscular Dystrophy is a neuromuscular disorder that affects
many and has no known cure;
AND WHEREAS only through the
support of the community may a cure be found;
NOW THEREFORE the Council of the Village of Glenboro does hereby declare
September 2009 as “Muscular Dystrophy Awareness Month.”

that the Council of the Village of Glenboro endorse the suggested changes to the
new development plan, by including in Part 2: Residential Development – Rural
Non-Farm; new Policy 11 and in Part 8; Transportation: New Policy 8, as proposed
by Mr. Bryan Ward, Planner with Provincial Planning Services and as fully
detailed in his August 28, 2009 e-mail letter.

that the Council of the Village of Glenboro sponsor $50.00 towards the BBQ
Luncheon for the Spruce Lakes Recreation District’s “Heart and Stroke Big
Bike Ride” being held September 23, 2009.

RESOLVED
that the property assessments as listed under Schedule “B” be added to the
Village of Glenboro’s 2009 Assessment Roll under the authority of Section
321(1) of the Municipal Act;
AND FURTHER BE IT RESOLVED that
the additional taxes thereon as set out in Schedule “C” be added to their
respective property within the Village of Glenboro, as added taxes for the year
2009 under the authority of Section 321(1) of the Municipal Act.

that Assistant C.A.O. Darren Myers be authorized to attend the Manitoba
Municipal Administrators’ Association District 2 meeting in Killarney
September 14, 2009.

RESOLVED
that the Council of the Village of Glenboro support the newly formed River Hills Railroad Inc. in its feasibility study and
preparation of a viable business plan for the Glenboro Subdivision 63 mile short
line venture by purchasing 1 common share and 1 preferred share in the company
at a total cost of $2,000.00.

RESOLVED that the Council of the
Village of Glenboro confirm a reservation with the Comfort Inn Brandon for a
total of 6 rooms which will be required by the Council Members and the Assistant
Administrator, in conjunction with their attendance of the A.M.M. Annual
Convention being held in Brandon, Manitoba on November 23 – 26, 2009 and
accordingly authorize the payment of the respective deposit for all 6 rooms by
October 1, 2009.

that the Council of the Village of Glenboro authorize the payment of fiscal year
2009 accounts from cheque #3444 to and including cheque #3465, and cheque #3467
to and including cheque #3469, and cheque #3471 to and including cheque #3475
amounting to a total of $21,753.68 as fully detailed to Council by the Assistant
C.A.O.

Prior to the presentation of the
following resolution and the associated subject, Councillor Steve Bjornson,
having a personal interest in the matter, withdrew from the Council Chambers,
not returning until after the vote on said resolution.
RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2009 account/cheque #3466 amounting to $342.85 as
submitted to Council by the Assistant C.A.O.
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution.
RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2009 account / cheque #3470 amounting to $233.99 as
submitted to Council by the Assistant C.A.O.

that the Council of the Village of Glenboro do now adjourn at 9:28 p.m. to
convene again for the next regular scheduled meeting of Council to be held
Tuesday October 13, 2009 at 7:00 p.m.
