Minutes of the fourth regular meeting of
the 2009/2010 Council of the Village of Glenboro held in the Village/Municipal
Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, February 9th,
2010 at 7:00 p.m. Present at the meeting: Mayor William R.
Shackel, Councillors Wayne C. Davidson, Loren H. Nelson, Robert G. Jewsbury,
Steve R. Bjornson, Chief Administrative Officer Eric C. Plaetinck and Assistant
Chief Administrative Officer Darren J. Myers.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:03 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday January
12, 2010 be taken as read and approved, all statutory requirements having been
fulfilled.
“carried” RESOLVED
that the Council of the Village of Glenboro give second and third reading to
By-Law #719 (vis-ŕ-vis the appointment of Eric Plaetinck as Chief
Administrative Officer for the year 2010).
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro authorize the trade in of four (4) new 225/70R19 Michelin
summer tires for the subsequent purchase of four (4) new 225/7019 grip tires for
the Village Garbage Truck from H and L Motors of Glenboro, Manitoba at and for
the quoted price difference.

RESOLVED
that the Council of the Village of Glenboro authorize the purchase and
installation of appropriate identification and safety decals for the Village
Garbage Truck from Trim-Line/Autographix of Brandon, Manitoba.
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Steve Bjornson,
having a personal interest in the matter, withdrew from the Council Chambers,
not returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro authorize the payment, to Bjorn Enterprises Ltd. of
Glenboro, Manitoba, for the rental of a 1-ton Truck for garbage collection
purposes for a total of 35 weeks.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the purchase and installation of new springs for
the left side of the Village Garbage Truck from H. Bullee and Sons Spring
Services of Brandon, Manitoba.
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution.
RESOLVED that the Council of the
Village of Glenboro purchase a rear view back up camera system for the Village
Garbage Truck from H and L Motors Ltd. of Glenboro, Manitoba at a cost of
$525.00 pus applicable taxes. “carried” RESOLVED
that the Council of the Village of Glenboro apply to the Minister of Highways
and Transportation for “Grant in Aid” on the following work on the noted
streets in the Village of Glenboro for the year 2010: Paving Cochraine Street from PTH #2
to Murray Avenue in the Village of Glenboro at a cost of $28,162.00 plus G.S.T. Dust Control (Magnesium
Chloride) on GlenTown Road and South Railway Avenue at an estimated cost of
$5,000.00.
“carried” RESOLVED that the Council of the
Village of Glenboro jointly with the Council of the Rural Municipality of South
Cypress, and in accordance with Section 10(1) and Section 10(2) of “The
Municipal Councils and School Boards Election Act,” appoint area
resident/ratepayer Agnes Witherspoon of Glenboro, Manitoba as “Senior Election
Official” for the Village of Glenboro and the Rural Municipality of South
Cypress, commencing February 9, 2010 at the agreed to hourly wage plus all
“out of pocket” expenses and mileage expense at a rate of $.50 per km, which
is incurred by her while carrying out the responsibilities/duties of the said
position.
“carried” RESOLVED that pursuant to By-Law #714
of the Village of Glenboro, Taxervice Inc. be appointed to conduct Tax Sales for
the Village of Glenboro; AND FURTHER BE IT RESOLVED that
pursuant to By-Law #714 of the Village of Glenboro, Donna Zinkiew, General
Manager of Taxervice Inc., be appointed Tax Sale Manager for the Village of
Glenboro; AND FURTHER BE IT RESOLVED that the
2010 Village Tax Sale be conducted on December 15, 2010.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize a grant in the amount of $ 200.00 to the Westman
Region KidSport Committee.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the application of the following wages / rates for
the services provided by duly appointed Election Officials/Workers, in
conjunction with the 2010 Municipal Election: Assistant Senior Election Official - $ 14.00 per hour Enumerator

$ .50 cents/name
on the voters list Election Officials/Workers
- $ 12.00 per
hour Plus all “out of pocket” expenses
plus mileage, which is incurred by the Election Official/Worker while carrying
out the responsibilities and duties of the said position.
“carried” RESOLVED
that the Council of the Village of Glenboro enter into a 2010 sponsorship
agreement with the Manitoba Department of Education, Citizenship and Youth for
the establishment of a Manitoba Youth Job Centre Office in Glenboro, Manitoba
during the period May 10, 2010 to August 13, 2010. “carried” RESOLVED that the Council of the
Village of Glenboro authorize Councillor Robert Jewsbury to attend the Manitoba
Weed Supervisors Association Seminar on Municipal Weed Control issues being held
March 17, 2010 in Carberry, Manitoba. “carried” RESOLVED that the Council of the
Village of Glenboro authorize Mayor Bill Shackel and Assistant C.A.O. Darren
Myers to attend the A.M.M. Central District Mayors, Reeves and C.A.O.s meeting
being held in Treherne, Manitoba on Thursday March 18th, 2010.

RESOLVED that the Council of the
Village of Glenboro hold a special meeting on Tuesday April 6, 2010 at 7:00 p.m.
to set and adopt the Village’s Budgeted Operating Expenditures for fiscal year
2010; AND FURTHER BE IT RESOLVED that in
compliance with Section 162(2) of the Municipal Act, the Council of the Village
of Glenboro hold a public hearing on Monday April 12, 2010 at 8:00 p.m. in the
Village Council Chambers at Glenboro, Manitoba for the purpose of presenting its
Financial Plan for fiscal year 2010 and subsequently giving any person who
wishes, opportunity to make representation, ask questions or register an
objection to the Financial Plan so presented.

RESOLVED that the Council of the Village of Glenboro declare the Glenboro
Homecoming, being held July 1 – 4, 2010, a community event.

RESOLVED that the Council of the Village of Glenboro together with the
Council of the R. M. of South Cypress contract the services of Mr. Ian Marshall
O/A Glenabby Custom Welding of Glenboro, Manitoba for the manufacturing and
installation of an expanded metal wheel chair access ramp and platform, for the
north end entrance of the Village/Municipal Office, at and for the quoted price.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2009 accounts from
cheque #3647 to and including cheque #3652 amounting to a total of $25,344.94 as
fully detailed to Council by the Assistant Chief Administrative Officer.
“carried” Prior
to the presentation of the following resolution and the associated subject,
Councillor Loren Nelson, having a personal interest in the matter, withdrew from
the Council Chambers, not returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2010 account/cheque
#3721 amounting to a total of $79.68 as fully detailed to Council by the
Assistant Chief Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2010 accounts from
cheque #3690 to and including cheque #3720 and cheque #3722 to and including
cheque #3725 amounting to a total of $139,637.18 as fully detailed to Council by
the Assistant Chief Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:31 p.m., to convene again at the next
regular meeting scheduled for Tuesday March 9, 2010 at 7:00 p.m.
