Minutes of the third regular meeting of the 2009/2010 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, January 12, 2010 at 7:00 p.m.

 Present at the meeting: Mayor William R. Shackel, Councillors Wayne C. Davidson, Loren H. Nelson, Robert G. Jewsbury, Steve R. Bjornson and Chief Administrative Officer Eric C. Plaetinck.      

Mayor William R. Shackel, presiding, called the meeting to order at 7:35 p.m. 

During the meeting, at the time indicated, Council met with the following delegation: 

Sgt Mike F. Zens     }   Blue Hills  R.C.M.P. Detachment Area   -   7:30 p.m.           

  

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday December 8, 2009 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #717 (vis-à-vis the formation of the new Spruce Lakes Recreation District) and that it be signed by the Mayor and the Chief Administrative Officer, sealed and delivered.

RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #718 (vis-à-vis borrowing/overdraft authorization at Westoba Credit Union) and that it be signed by the Mayor and the Chief Administrative Officer, sealed and delivered.

RESOLVED that the Council of the Village of Glenboro give first reading to By-Law #719 (vis-à-vis the appointment of Eric Plaetinck as Chief Administrative Officer for the year 2010). 

                                                                                      “carried”

 

 RESOLVED that the Council of the Village of Glenboro award a grant in the amount of $350.00 to the Glenboro Baseball Diamond Committee to aid in purchasing chain link fencing and posts.

RESOLVED that the Council of the Village of Glenboro set the following rates for custom work completed within the Village of Glenboro utilizing Village Equipment and Manpower:

 

Gravel:                                             $   15.00 per yard, delivered

Mower (1435 John Deere):             $   50.00 per hour

Tractor:                                             $   50.00 per hour

Garbage Truck:                                $   50.00 per hour

1 Ton Truck:                                     $   50.00 per hour

Tractor w/ Mower:                            $   60.00 per hour

Grader:                                              $   85.00 per hour

Sewer Truck:                                     $ 100.00 per hour plus $1.50/km.

Effluent placed in Lagoon                 $   15.00 per load.

 

AND FURTHER BE IT RESOLVED that all custom work completed “after hours” be invoiced at the minimum rate of three (3) hours.

RESOLVED that the Council of the Village of Glenboro apply to the Minister of Highways and Transportation for “Grant in Aid” for the following work on the noted streets in the Village of Glenboro for the year 2010: 

Dust Control (Magnesium Chloride) on GlenTown Road and South Railway Avenue at an estimated cost of $5,000.00.

RESOLVED that the Council of the Village of Glenboro designate Glenboro-South Cypress Fire Department Fire Chief, Steve Bjornson, to be the local assistant to the Fire Commissioner, under the provisions of “The Fires Prevention and Emergency Response Act,” to operate in accordance with the provisions of the said Act within the Village of Glenboro.

RESOLVED that the Council of the Village of Glenboro renew its membership with the following organizations and thereby authorize payment of the respective 2010 membership fees:         

Assiniboine Municipal Health Committee

Hudson Bay Route Association

Federation of Canadian Municipalities

Association of Manitoba Municipalities

Manitoba Municipal Administrators Association

Glenboro Community Development Corporation

Manitoba Good Roads Association

Burrough of the Gleann Museum

RESOLVED that the Council of the Village of Glenboro support the Tiger Hills Arts Association by sponsoring their 2010 calendar at a total cost of 100.00; 

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro grant the Tiger Hills Arts Association office space within the Village Office building during the period January 1 to December 31, 2010 and that the Council of the Village of Glenboro value this gift-in-kind at $1,500.00.

RESOLVED that the Council of the Village of Glenboro authorize the Mayor and the CAO to sign a “Letter of Understanding” with the Canadian Red Cross Society – Manitoba Region, so as to include same in the Municipal Emergency Plan and to outline the role that the Canadian Red Cross will provide in registration and inquiry services in disaster response and also to identify the principles and expectations around which they will operate.

RESOLVED that the Council of the Village of Glenboro accept and approve the recommendations/decisions presented/made by the Glenboro-South Cypress Administrative Office/Staff Consolidation “Steering Committee” as fully detailed in their January 6th, 2010 meeting minutes.

RESOLVED that the Council of the Village of Glenboro acknowledge and approve the receipt of the Glenboro Veterinary Services Board 2010 Budget and Levy request of $2,359.98 from the Council of the Village of Glenboro.

                                                                                          “carried”

  

RESOLVED that the Council of the Village of Glenboro authorize Councillor Robert Jewsbury to attend the Assiniboine Municipal Health Committee meeting being held January 21, 2010 in Souris, Manitoba.

                                                                                           “carried”

  

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2009 accounts from cheque #3613 to and including cheque #3640 and cheque #3642 to and including cheque #3646 amounting to a total of $59,892.36 as fully detailed to Council by the Chief Administrative Officer.

Prior to the presentation of the following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution. 

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2009 account/cheque #3641 amounting to a total of $221.54 as fully detailed to Council by the Chief Administrative Officer.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2010 accounts from cheque #3688 to and including cheque #3689 amounting to a total of $2,436.59 as fully detailed to Council by the Chief Administrative Officer.

RESOLVED that the Council of the Village of Glenboro, jointly with the Council of the Rural Municipality of South Cypress set the following 2010 rates for photocopying with the Village/Municipal office photocopier:

$ 0.50 cents per colour copy

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro jointly with the Council of the Rural Municipality of South Cypress set the rate of $0.50 per page for each page faxed, to a Canadian or American Destination with the Municipality’s/Village’s fax machine during the year 2010.

RESOLVED that the Council of the Village of Glenboro do now adjourn at 10:10 p.m., to convene again at the next regular meeting scheduled for Tuesday February 9, 2010 at 7:00 p.m.
