Minutes of the eighth regular meeting of the 2009/2010 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday June 8, 2010 at 7:00 p.m. Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Steve R. Bjornson, Wayne C. Davidson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers. Regrets: Robert G. Jewsbury
Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the times
indicated, Council conducted the noted Variation Hearings and also met with the

RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday May 11,
2010 be taken as circulated and approved, all statutory requirements having been
fulfilled.

RESOLVED that the Council of the Village
of Glenboro give first reading to By-Law #722 (Prohibiting the Use of Engine
Retarder Brakes). “carried” RESOLVED that the Council of the
Village of Glenboro set the following rates for the sale of topsoil for Village
Residents/Ratepayers: 1 Yard Delivered with Village
Tractor:
$20.00 Five Gallon Pail (or
Equivalent):
$ 2.00 AND FURTHER BE IT RESOLVED that
all requests for dirt be forwarded through the Village Office.
“carried” RESOLVED that Assistant Village Foreman
Eric Coleman’s wage be revised, as per agreement, effective June 21, 2010 and
based on a 40 hour work week.
“carried” At a Variation Hearing held at 7:30
p.m. in regard to Variation Order No. V06-10-G submitted by Peter Sawatzky and
Debbie Olsen of Glenboro, Manitoba, there was no representation made by the
public.
Variation Order No. V06-10-G WHEREAS Peter Sawatzky and
Debbie Olsen, owners of the property legally described as Lot 3; Block 1; Plan
45 MLTO in the Village of Glenboro and located at 215 Miles Street in Glenboro,
applied to the Village of Glenboro Variation Board to vary the application of
Part IV, Section 8, Table IV-II Bulk requirements of Zoning By-Law No. 458
provided under Part 6 of the Planning Act as it applies to the property, in
order to vary the established requirements as follows: FROM:
Minimum Side Yard Setback for a single family home in an “R” –
Residential District of 5’0” (North Side) TO:
Minimum Side Yard Setback for a single family home in an “R” –
Residential District of 2’0” (North Side). FOR THE PURPOSE OF:
Constructing a sunroom addition on the East end of the existing home. The
requested reduction in setback will allow the sunroom to line up with the
existing North wall of the home. And after careful consideration
of the application and any representations made for or against the variation
sought by the applicants, Peter Sawatzky and Debbie Olsen. The Village of Glenboro
Variation Board in meeting duly assembled this 8th day of June, A.D.
2010. “APPROVED” the said
Variation. Approval is given subject to
the following conditions: The north wall of sunroom addition is to have no
openings. Approval shall expire if not
acted upon within 12 months of the date of making.

RESOLVED that the Council of the Village of Glenboro ratify the following
work completed by Zenith Paving of Brandon, Manitoba on the noted Village
Streets: The supply and placement of asphalt
on Valmor Road (7.62M x 182.88M) with an average depth of 50MM, at and for the
quoted price of $27,632.00 plus applicable taxes. The supply and placement of
asphalt on Cochraine Street (6.7M x 204M) with an average depth of 40MM, at and
for the quoted price of $28,162.00 plus applicable taxes.

p.m. in regard to Variation Order No. V09-10-G submitted by Cliff and Marilyn
Cullen of Glenboro, Manitoba, there was no representation made by the public. Variation Order No. V09-10-G WHEREAS Cliff and Marilyn
Cullen, owners of the property legally described as Lot 11; Plan 1357 MLTO in
the Village of Glenboro and located at 11 Cooper Bay in Glenboro, applied to the
Village of Glenboro Variation Board to vary the application of Part IV, Section
8, Table IV-II Bulk requirements of Zoning By-Law No. 458 provided under Part 6
of the Planning Act as it applies to the property, in order to vary the
established requirements as follows: FROM:
Minimum Front Yard Setback of 25’0” for a single-family home in an
“R” – Residential District. TO:
Minimum Front Yard Setback of 14’0” for a single-family home in an
“R” – Residential District. FOR THE PURPOSE OF:
Constructing a two-storey combination attached garage and living area. And after careful consideration
of the application and any representations made for or against the variation
sought by the applicants, Cliff and Marilyn Cullen. The Village of Glenboro
Variation Board in meeting duly assembled this 8th day of June, A.D.
2010. “APPROVED” the said
Variation. Approval is given subject to the
following conditions: None specified. Approval shall expire if not
acted upon within 12 months of the date of making.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the permanent installation of a 4’ x 8’ sign
by MLA Cliff Cullen of Glenboro, Manitoba at the junction of PTH #2 and Broadway
Avenue in the Village of Glenboro subject to all setback requirements being met.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2010 accounts from cheque #3859 to and including cheque
#3893 and cheque #3895 to and including cheque #3904 amounting to a total of
$92,958.66 as fully detailed to Council by the Assistant C.A.O.
“carried” Prior to the presentation of the following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution. RESOLVED that the Council of
the Village of Glenboro authorize the payment of fiscal year 2010 account/cheque
#3894 amounting to a total of $266.96 as fully detailed to Council by the
Assistant Chief Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:52 p.m. to convene again for the next
regular meeting of Council scheduled for Tuesday July 13, 2010 at 7:00 p.m.
