Minutes of the fifth regular meeting of the 2009/2010 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, March 9th, 2010 at 7:00 p.m. Present
at the meeting: Mayor William R. Shackel, Councillors Wayne C. Davidson, Loren
H. Nelson, Robert G. Jewsbury, Chief Administrative Officer Eric C. Plaetinck
and Assistant Chief Administrative Officer Darren J. Myers. Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the time
indicated, Council met with the following delegation: Mr. Kevin Newton

RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday February
9, 2010 be taken as read and approved, all statutory requirements having been
fulfilled.
“carried” RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #720 (vis-à-vis Campaign
Expenses and Contributions regarding Municipal Elections).
“carried” The following specified Village roads/streets, lying within the Village of Glenboro, which is classified as a “B Highway”, shall be weight restricted, when so posted, to 65% of normal axle loads ½ mile of Public Road lying within
Section 10; Township 7; Range 14 WPM, referred to as the north I.P.L. Road, and ½ mile of Public Road lying within
Section 10; Township 7; Range 14 WPM from the intersection of Miles Street and
Railway Avenue West to Municipal Road #81, referred to as West Railway Avenue. With the exception of the above noted
roads, all other Village street/roads, within the limits of the Village of
Glenboro will not be subject to spring weight restrictions.
“carried” RESOLVED that the Council of the
Village of Glenboro jointly with the Council of the Rural Municipality of South
Cypress set the following days/hours of operation for the Glenboro Waste
Disposal Grounds/Transfer Station for the period March 15 to November 7, 2010:
Monday
9:00 a.m. to 4:00 p.m.
Wednesday
1:00 p.m. to 8:00 p.m.
Friday
9:00 a.m. to 4:00 p.m.
Saturday
9:00 a.m. to 4:00 p.m.
“carried” RESOLVED that the Council of the
Village of Glenboro accept the “Offer to Purchase” tender submitted by Moray
Jamieson of Jamieson’s Funeral Services Ltd. for Lot 1 Block 27 Plan 1187,
owned by the Village of Glenboro, at and for the tendered price; AND FURTHER BE IT RESOLVED that all
transfer and legal costs be the responsibility of the purchaser.
“carried” RESOLVED that the Council of the
Village of Glenboro, in accordance with Section 131 of the Municipal Act, adopt
the Municipal Employees Code of Conduct Policy.
“carried” RESOLVED that the Council of the
Village of Glenboro grant $150.00 to the Glenboro Agricultural Society to aid in
the staging of their annual fair to be held June 30 and July 1, 2010. “carried” RESOLVED that the Council of the
Village of Glenboro grant $500.00 to the Glenboro Community Development
Corporation to aid in the staging of the 2010 Homecoming to be held July 1 to 4,
2010.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize a $600.00 grant to the Seniors Independent
Services Board to aid in offsetting their operational costs during the year
2010.
“carried” RESOLVED that the Council of the
Village of Glenboro conduct its’ “Board of Revision” for the 2011
Assessment Roll on Tuesday October 19, 2010 commencing at 7:00 p.m.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Assiniboine Hills
Conservation Districts’ 2010 budget and levy request of $862.86 from the
Village of Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Glenboro South
Cypress Wawanesa Handi Transit’s 2010 budget and levy request of $7,000.00
from the Village of Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Glenboro Community
Development Corporations’ 2010 levy request increase of 3% from the Village of
Glenboro. “carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Cypress Planning
Districts’ 2010 budget and levy request of $3,300.00 from the Village of
Glenboro. “carried” RESOLVED that the Council of the
Village of Glenboro authorize all Members of Council, Village Foreman Armand
Vallotton and Assistant C.A.O. Darren Myers to attend the Manitoba Good Roads
Annual Meeting and Banquet being held Tuesday April 13, 2010 in Brandon,
Manitoba.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize all Members of Council and Assistant C.A.O. Darren
Myers to attend the “A.M.M. Municipal Officials Seminar” being held April 14th
and 15th, 2010 in Brandon, Manitoba.

RESOLVED that the Council of the Village of Glenboro authorize Assistant
C.A.O. Darren Myers to attend the Manitoba Municipal Administrators’
Association Conference being held April 25th to 28th, 2010
in Winnipeg, Manitoba.
“carried”
RESOLVED that the Council of the Village of Glenboro authorize Mayor
William Shackel to attend the Manitoba Conservation Forum entitled “Get the
Goods on Ecological Goods and Services” being held March 24, 2010 in Portage
La Prairie, Manitoba.
“carried” RESOLVED that the Council of the
Village of Glenboro adopt the Village’s Financial Statement for fiscal year
ending December 31, 2009 as presented by the CAO and Assistant Chief
Administrative Officer showing a net operating surplus of $24,706.68.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2010 accounts from
cheque #3726 to and including cheque #3751 and cheque #3753 to and including
cheque #3760 amounting to a total of $64,226.03 as fully detailed to Council by
the Assistant Chief Administrative Officer.
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2010 account/cheque
#3752 amounting to a total of $1,182.40 as fully detailed to Council by the
Assistant Chief Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 10:32 p.m., to convene again for a special
meeting of Council (Fiscal Year 2010 Budget Meeting) scheduled for Tuesday April
6, 2010 at 7:00 p.m.
