Minutes of the seventh regular
meeting of the 2009/2010 Council of the Village of Glenboro held in the
Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on
Tuesday May 11, 2010 at 7:00 p.m. Present at the meeting: Mayor William R.
Shackel, Councillors Loren H. Nelson, Steve R. Bjornson, Robert G. Jewsbury,
Wayne C. Davidson, Chief Administrative Officer Eric C. Plaetinck and Assistant
Chief Administrative Officer Darren J. Myers.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the times
indicated, Council conducted the noted Variation Hearing and also met with the
following delegations: Barb Kingdon } Assiniboine Hills Conservation District Variation Hearing } Lot 6; Block 15; Plan 460 MLTO (Bjarnason) Glenn McGregor } Wawanesa Water Park Project RESOLVED
that the minutes of the last meeting of Council held on Monday April 12, 2010 be
taken as circulated and approved, all statutory requirements having been
fulfilled.

RESOLVED that the Council of the Village
of Glenboro give second and third reading to By-Law #721 (Year 2010 School and
Municipal Property Tax Levy). “carried” RESOLVED that the Council of the
Village of Glenboro contract the services of Devin Jarvis of Jarvis Tree Service
of Glenboro, Manitoba, for required tree cutting work on Miles Street, at and
for the quoted price.
“carried” RESOLVED that the Council of the Village of Glenboro authorize the purchase of a John Deere 1545 Series II Diesel Z-Track Mower complete with a 72” side discharge deck and noted accessories from Greenvalley Equipment of Treherne, Manitoba at and for the quoted price of $21,460.00 (including trade), plus applicable taxes.
“carried” At a Variation Hearing held at 8:00
p.m. in regard to Variation Order No. V05-10-G submitted by Wayne and Pat
Bjarnason of Glenboro, Manitoba, there was no representation made by the public.
Variation Order No. V05-10-G WHEREAS Wayne and Pat Bjarnason,
owner of the property legally described as Lot 6; Block 15; Plan 460 MLTO in the
Village of Glenboro and located at 309 Duncan Street in Glenboro, applied to the
Village of Glenboro Variation Board to vary the application of Part IV, Section
8, Table IV-II Bulk requirements of Zoning By-Law No. 458 provided under Part 6
of the Planning Act as it applies to the property, in order to vary the
established requirements as follows: FROM:
Minimum Setback of 5’ 0’’ in an “R” – Residential District TO:
Minimum Setback of 1’ 0” in an “R” – Residential District
(North). FOR THE PURPOSE OF: Constructing an
attached garage to an existing single-family dwelling. And after careful consideration
of the application and any representations made for or against the variation
sought by the applicants, Wayne and Pat Bjarnason. The Village of Glenboro
Variation Board in meeting duly assembled this 11th day of May, A.D.
2010. “APPROVED” the said Variation. Approval is given subject to
the following conditions: That the North wall of the attached garage have no
openings; that non-combustible cladding be used on the North wall; that 5/8”
fireguard drywall be installed on the inside of the North wall to the underside
of the roof sheathing. Approval shall expire if not acted upon within 12 months of the date of making.
“carried” RESOLVED that the Council of the
Village of Glenboro purchase ten (10) 30” sandstone planters from Alfa
Products of Winnipeg, Manitoba at and for the quoted price of $1,720.00 plus
freight plus applicable taxes.

RESOLVED that the Council of the Village of Glenboro approve the sale and
serving of alcohol at the Glenboro Fairgrounds on July 1st to 3rd,
2010 and also hereby approve the extension of the Community Hall on July 3, 2010
for the same purpose in conjunction with the Glenboro Homecoming Celebration.
“carried” RESOLVED that the Council of the
Village of Glenboro accept the tender submitted by Zenith Paving of Brandon,
Manitoba for the following work to be completed in the summer of 2010: The supply and placement of asphalt
on Valmor Road (7.62 M x 182.88 M) with an average depth of 50 mm at and for the
quoted price of $27,632.00 plus applicable taxes.

RESOLVED that the Council of the Village of Glenboro, jointly with the
Council of the R. M. of South Cypress, agree to waive the tipping fee associated
with the disposal of 107 bundles of shingles to be removed from the Glenboro
Bible Chapel in the summer of 2010.

RESOLVED that the Council of the Village of Glenboro declare the Grand
Opening of the Glenboro-South Cypress Fire Hall, being held Saturday June 19,
2010, a community event.

RESOLVED that the Council of the Village of Glenboro authorize a
one-block section of Warwick Avenue from Broadway Avenue to Duncan Street to be
closed on Saturday July 3, 2010 from 11:00 a.m. to 1:00 p.m. in conjunction with
Glenboro Homecoming activities.

RESOLVED that the Council of the Village of Glenboro sponsor the Glenboro
UCT Bicycle Rodeo being held June 8, 2010 at Glenboro School and hereby
authorize a grant of $25.00 for the purchase of a new bicycle helmet.

RESOLVED that the Council of the Village of Glenboro enter into an
agreement with the Province of Manitoba with respect to the transfer of federal
Gas Tax revenues for the years 2010/2011 to 2013/2014 as outlined in the
extension agreement received from the Minister of Local Government for the
Province of Manitoba May 10, 2010.

RESOLVED that the Council of the Village of Glenboro authorize Mayor Bill
Shackel and Assistant C.A.O. Darren Myers to attend the A.M.M. Western District
meeting being held in Kenton, Manitoba on Monday June 14, 2010.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2010 accounts from cheque #3812 to and including cheque
#3846 and cheque #3848 to and including cheque #3858 amounting to a total of
$39,828.83 as fully detailed to Council by the Assistant C.A.O.
“carried” Prior to the presentation of the following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution. RESOLVED that the Council of
the Village of Glenboro authorize the payment of fiscal year 2010 account/cheque
#3847 amounting to a total of $135.47 as fully detailed to Council by the
Assistant Chief Administrative Officer.

Village of Glenboro do now adjourn at 10:10 p.m. to convene again for the next
regular meeting of Council scheduled for Tuesday June 8, 2010 at 7:00 p.m.
