Minutes of the inaugural and first
regular meeting of the 2010/2011 Council of the Village of Glenboro held in the
Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on
Tuesday November 9, 2010 at 7:00 p.m. Present at the meeting: Mayor Robert G.
Jewsbury, Councillors Jesse K. Janz, Steve R. Bjornson, Wayne C. Davidson, Loren
H. Nelson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief
Administrative Officer Darren J. Myers.
Prior to the commencement of the
meeting, in accordance with Section 101(1) of the Municipal Act, the Mayor and
all Councillors present each made and subscribed a Declaration of Qualification
and Declaration of Office. Mayor Robert G. Jewsbury, presiding,
called the meeting to order at 7:00 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday, October
12, 2010 be taken as read and approved, all statutory requirements having been
fulfilled.

that the 2010/2011 Council of the Village of Glenboro meet regularly at the
Village/Municipal Office at 618 Railway Avenue Glenboro, Manitoba on the second
Tuesday in each month commencing at 7:00 p.m. or at an alternate date or time as
deemed necessary.
“carried” RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #723 (Zoning By-Law Amendment).
“carried” RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #724 (Cancellation
of taxes owing to the Village of Glenboro).

RESOLVED that the
Council of the Village of Glenboro give first reading to By-Law #725 (2010/2011
Council Members’ Indemnities & Compensation).
“carried” RESOLVED that the Council of the
Village of Glenboro support the Glenboro Curling Club by retaining advertising
space at the club during the 2010/2011 season at a cost of $50.00.
“carried” RESOLVED that the Council of the
Village of Glenboro award a grant in the amount of $25.00 to the Glenboro UCT to
aid in their hosting of the Santa Claus Parade of Lights December 4, 2010.
“carried” RESOLVED that the Council of the
Village of Glenboro officially appoint Armand Vallotton as Equipment Operator
and Maintenance Foreman for the Village of Glenboro for the year 2011 as per
terms and conditions to be specified in his 2011 employment agreement.
“carried” RESOLVED that the Council of the
Village of Glenboro accept the tender submitted by Joyce Wilton of Glenboro,
Manitoba for the supply and planting of flowers in the Village of Glenboro for
the summer of 2011 at and for the quoted price.
“carried” RESOLVED that the Council of the
Village of Glenboro give its’ consent, for the consideration of $1.00, to be
the joint owner with the Rural Municipality of South Cypress, the land legally
described as Lot 9; Plan 1130 (1.97 acres) registered in the Morden Land Titles
Office under certificate of title #2094153; AND FURTHER BE IT RESOLVED that the
Village of Glenboro and the Rural Municipality of South Cypress enter into an
agreement to specify the considerations associated with the shared title of
same, particularly the legal ownership of the buildings located on the said lot; AND FURTHER BE IT RESOLVED that the
CAO be instructed to contract the services of the Village/Municipal lawyer in
order to effect the said transaction and associated agreement, as soon as
possible.
“carried” RESOLVED that the Council of the
Village of Glenboro lease to Mrs. Joyce Wilton of Glenboro, Manitoba the
property legally described as Lots J, K and L Block 18 Plan 755 for a two-year
term commencing in 2011 as per the terms and conditions specified in said lease
agreement for the purpose of establishing a commercial greenhouse business.

that the Council of the Village of Glenboro authorize the payment of fiscal year
2010 accounts from cheque #4070 to and including cheque #4105 and cheque #4107
to and including cheque #4116 amounting to a total of $71,544.03 as fully
detailed to Council by the Assistant CAO.
“carried” Prior to the presentation of the following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution. RESOLVED that the Council of
the Village authorize the payment of fiscal year 2010 account/cheque #4106
amounting to $38.58 as submitted to Council by the Assistant C.A.O.

Village of Glenboro do now adjourn at 10:00 p.m. to convene again at the next
regular meeting scheduled for Tuesday December 14, 2010 at 7:00 p.m.
