Minutes of the eleventh regular meeting of the 2009/2010 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday September 14, 2010 at 7:00 p.m.

Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Robert G. Jewsbury, Wayne C. Davidson, Steve R. Bjornson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers.

Mayor William R. Shackel, presiding, called the meeting to order at 7:00 p.m.

During the meeting, at the times indicated, Council met with the following delegation:

Cpl. Jarid St. Pierre  - Carberry RCMP Detachment’s Annual Crime Statistics Report for the Village of Glenboro         

 

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday August 10, 2010 be taken as circulated and approved, all statutory requirements having been fulfilled.

                                                          “carried”

                            

RESOLVED that the Council of the Village of Glenboro appoint Mr. Dan Fierce as Assistant EMO Coordinator for the Village of Glenboro. 

                                                            “carried”

  

RESOLVED that the Council of the Village of Glenboro, jointly with the Council of the R.M. of South Cypress, assume the debt and subsequent shortfall of $6,839.10 incurred by the Glenboro Homecoming Lottery and hereby authorize payment of $3,419.55 representing 50% of the aforementioned deficit.

RESOLVED that the property assessments as listed under Schedule “B” be added to the Village of Glenboro’s 2010 Assessment Roll under the authority of Section 321(1) of the Municipal Act;

                        AND FURTHER BE IT RESOLVED that the additional taxes thereon as set out in Schedule “C” be added to their respective property within the Village of Glenboro, as added taxes for the year 2010 under the authority of Section 321(1) of the Municipal Act.

          RESOLVED that Assistant C.A.O. Darren Myers be authorized to attend the Manitoba Municipal Administrators’ Association District 2 meeting in Cypress River, Manitoba on September 28, 2010. 

                                                            “carried”

 

WHEREAS Breast Cancer is the most common Cancer in Canadian women and is a serious disease that will affect 23,200 women, 180 men and their families this year; 

AND WHEREAS it is of great importance that money is raised for funding Breast Cancer research projects and community programs; 

AND WHEREAS the Canadian Breast Cancer Foundation strives to be an effective advocate, a trusted leader, a respectful partner and a resourceful catalyst in creating a future without Breast Cancer; 

NOW THEREFORE BE IT RESOLVED THAT the Council of the Village of Glenboro do hereby proclaim the month of October 2010 as “BREAST CANCER AWARENESS MONTH” in the Village of Glenboro, Manitoba.

          RESOLVED that the Council of the Village of Glenboro authorize all Members of Council and the Assistant C.A.O. to attend the Association of Manitoba Municipalities 12th Annual Convention being held in Winnipeg, Manitoba November 22 – 25th, 2010. 

                                                                  “carried”

  

          RESOLVED that the Council of the Village of Glenboro authorize Manitoba Hydro to install 3-50 mm pipes under Cochraine Street as required to service upgrades to Glenboro School as per recent discussions and in accordance with Plan #GL08-8, subject to the adjacent landowners approval of said proposal. 

                                                                  “carried”

 

          RESOLVED that individual property owners be invoiced for the necessary trimming of trees and branches that impede Village Right-of-Way as performed by the Village Maintenance Staff. 

                                                                   “carried”

 

           RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2010 accounts from cheque #3992 to and including cheque #4022 and cheque #4024 to and including cheque #4032 amounting to a total of $33,562.16 as fully detailed to Council by the Assistant Chief Administrative Officer.

Prior to the presentation of the following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2010 account/cheque #4023 amounting to a total of $99.29 as fully detailed to Council by the Assistant Chief Administrative Officer.

RESOLVED that the Council of the Village of Glenboro do now adjourn at 9:18 p.m. to convene again for the next regular meeting of Council scheduled for Tuesday October 12th, 2010 at 7:00 p.m.
