Minutes of the tenth regular meeting of the 2010/2011 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday August 9, 2011 at 7:00 p.m. 

Present at the meeting: Mayor Robert G. Jewsbury, Councillors Loren H. Nelson, Wayne C. Davidson, Jesse K. Janz, Steve R. Bjornson and Assistant Chief Administrative Officer Darren J. Myers.                   

 Mayor Robert G. Jewsbury, presiding, called the meeting to order at 7:00 p.m. 

RESOLVED that the minutes of the last regular meeting of Council held on Monday July 11, 2011 be taken as circulated and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Village of Glenboro contract the services of Unijet of Winnipeg, Manitoba to camera the following sewer lines located in the Village of Glenboro: 

Christie Street to Broadway Street

Duncan Street to James Street

That portion of Warwick Avenue from 213 Warwick Avenue to  Cochraine Street 

at and for the quoted price of $12.00 per metre plus applicable taxes.

RESOLVED that the Council of the Village of Glenboro re-appoint Westoba Credit Union Ltd., Glenboro Branch, to provide all necessary banking and financial services required by the Village during the term August 1, 2011 to July 31, 2014 as per terms and conditions specified in the July 21st, 2011 services contract.

RESOLVED that the Council of the Village of Glenboro contract the services of Q-Collaborations Inc. to prepare and submit the necessary funding application documentation for disaster financial assistance for all municipal infrastructure damages incurred as a result of the 2011 spring flooding; 

AND FURTHER BE IT RESOVED that the cost of the associated service fees be completely recovered under the provincial financial assistance program.

            RESOLVED that Assistant CAO Darren Myers be authorized to attend the Manitoba Municipal Administrators’ Association District 2 Fall Meeting being held in Pilot Mound, Manitoba on September 26th, 2011.

WHEREAS Manitoba’s Municipalities are struggling to meet a growing list of challenges and responsibilities, including health care, affordable housing and infrastructure; 

AND WHEREAS the most pressing of these is the growing backlog of infrastructure in need of repair and replacement, including potholed streets and roads, deteriorating sewer and water mains and aging public facilities such as playgrounds and community centres; 

AND WHEREAS Manitoba’s municipal infrastructure deficit has been estimated at more than $11 billion, or $10,000 per resident, which is beyond the capacity of municipal governments and local property taxpayers; 

AND WHEREAS the Village of Glenboro has an immediate and growing list of infrastructure needs including an aging sewer and road system, the cost of which exceeds what can be afforded by the local taxpayer and requires funding by both provincial and federal governments; 

AND WHEREAS this infrastructure deficit has serious consequences for the quality of life of our residents and the economic well-being of our community and province; 

NOW THEREFORE BE IT RESOLVED that the Village of Glenboro calls on all parties in the October 4th provincial election to put communities first and commit to reallocating a portion of the tax revenue the Manitoba Government collects in our communities to repairing and upgrading our infrastructure.

            RESOLVED that the Council of the Village of Glenboro authorize a grant of $250.00 to the Glenboro Legion to help support costs incurred in the hosting of Remembrance Day services in Glenboro and in appreciation of our local Veterans and Branch.

            RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2011 accounts from cheque #4531 to and including cheque #4567 and cheque #4569 to and including cheque #4583 amounting to a total of $122,255.26 as fully detailed to Council by the Assistant C.A.O.

Prior to the presentation of the following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution.

  RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2011 account/cheque #4568 amounting to a total of $2,812.56 as fully detailed to Council by the Assistant Chief Administrative Officer.

RESOLVED that the Council of the Village of Glenboro do now adjourn at 9:53 p.m. to convene again for the next regular meeting of Council scheduled for Tuesday September 13, 2011 at 7:00 p.m.
