Minutes of the fourth regular meeting of the 2010/2011 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, February 8, 2011 at 7:00 p.m. Present at the meeting: Mayor Robert G.
Jewsbury, Councillors Wayne C. Davidson, Loren H. Nelson, Jesse K. Janz, Chief
Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative
Officer Darren J. Myers.

Mayor
Robert G. Jewsbury, presiding, called the meeting to order at 7:00 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday January
11, 2011 be taken as read and approved, all statutory requirements having been
fulfilled.
“carried” RESOLVED that the Council of the Village of Glenboro give second
and third reading to By-Law #726 (vis-à-vis
borrowing/overdraft authorization at Westoba Credit Union).
“carried” RESOLVED
that the Council of the Village of Glenboro give second and third reading to
By-Law #727 (vis-à-vis the appointment of Eric Plaetinck as Chief
Administrative Officer for the year 2011).
“carried” RESOLVED
that the Council of the Village of Glenboro ratify the purchase of a 2008 16’ Carson
trailer from Vrooman Electric of Glenboro, Manitoba at and for the agreed to
price, in “as is – where is” condition.’
“carried” RESOLVED
that the Council of the Village of Glenboro enter into a 2011 sponsorship
agreement with the Manitoba Department of Education, Citizenship and Youth for
the establishment of a Manitoba Youth Job Centre Office in Glenboro, Manitoba
during the period May 9, 2011 to August 12, 2011.
“carried” WHEREAS
Section 365(2) of the Municipal Act provides that a Council may in any year
designate the immediately preceeding year, or any earlier year, as the year for
which properties, the taxes in respect of which are in arrears for the year,
must be offered for sale by auction to recover the tax arrears and costs; NOW
THEREFORE BE IT RESOLVED that, 2010 be the designated year for which properties
in arrears shall be offered for sale by auction by the Village of Glenboro
(meaning all properties with outstanding taxes from the year 2009 or prior); AND
FURTHER BE IT RESOLVED that in accordance with Section 363(1) of the Municipal
Act, “costs” shall be the actual costs incurred for each parcel listed for
the tax sale.
“carried” RESOLVED
that the Council of the Village of Glenboro authorize a $600.00 grant to the
Seniors Independent Services Board to aid in offsetting their operational costs
during the year 2011.
“carried” RESOLVED
that the Council of the Village of Glenboro authorize Mayor Robert Jewsbury to
attend the Manitoba Planning Conference being held March 9 – 11, 2011 in
Winnipeg, Manitoba.
“carried” RESOLVED
that the Council of the Village of Glenboro authorize Mayor Bob Jewsbury and
Assistant C.A.O. Darren Myers to attend the Association of Manitoba
Municipalities Western District Mayors, Reeve’s and C.A.O.’s meeting being
held in Deloraine, Manitoba on Wednesday March 16, 2011.
“carried” RESOLVED
that the Council of the Village of Glenboro hold a special meeting on Tuesday
April 5, 2011 at 7:00 p.m. to set and adopt the Village’s Budgeted Operating
Expenditures for fiscal year 2011; AND
FURTHER BE IT RESOLVED that in compliance with Section 162(2) of the Municipal
Act, the Council of the Village of Glenboro hold a public hearing on Tuesday
April 12, 2011 at 8:00 p.m. in the Village Council Chambers at Glenboro,
Manitoba for the purpose of presenting its Financial Plan for fiscal year 2011
and subsequently giving any person who wishes, opportunity to make
representation, ask questions or register an objection to the Financial Plan so
presented.
“carried” WHEREAS Lymphedema is an accumulation of
lymphatic fluid that causes swelling in the arms, legs, or other areas of the
body and affects both men, women and children; AND WHEREAS the swelling caused by
Lymphedema can lead to severe infection or loss of the use of limbs; AND WHEREAS patients suffering from
Lymphedema must endure physical discomfort and disfigurement and cope with the
distress caused by these symptoms; AND WHEREAS no drug or effective
surgical treatment for Lymphedema currently exists; AND WHEREAS research in all areas of
Lymphedema has been notably limited; AND WHEREAS Lymphedema, which has no
cure and can occur anytime, has a severe financial, physical and psychological
impact on patients; NOW THEREFORE the Council of the Village of Glenboro does hereby proclaim March 6, 2011 to be Lymphedema Awareness Day in the Village of Glenboro.
“carried” RESOLVED
that the Council of the Village of Glenboro authorize the payment of fiscal year
2010 accounts from cheque #4200 to and including cheque #4204 amounting to a
total of $5,095.10 as fully detailed to Council by the Assistant Chief
Administrative Officer.
“carried” RESOLVED
that the Council of the Village of Glenboro authorize the payment of fiscal year
2011 accounts from cheque #4230 to and including cheque #4267 and cheque #4269
to and including cheque #4279 amounting to a total of $63,753.06 as fully
detailed to Council by the Assistant Chief Administrative Officer.
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED
that the Council of the Village of Glenboro authorize the payment of fiscal year
2011 account/cheque #4268 amounting to $115.91 as submitted to Council by the
Assistant Chief Administrative Officer.
“carried” RESOLVED
that the Council of the Village of Glenboro do now adjourn at 8:55 p.m., to
convene again at the next regular meeting scheduled for Tuesday March 8, 2011 at
7:00 p.m.
