Minutes of the third regular meeting of the 2010/2011 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, January 11, 2011 at 7:00 p.m. 

Present at the meeting: Mayor Robert G. Jewsbury, Councillors Wayne C. Davidson, Loren H. Nelson, Jesse K. Janz, Steve R. Bjornson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers.            

Mayor Robert G. Jewsbury, presiding, called the meeting to order at 7:00 p.m. 

During the meeting, at the time indicated, Council met with the following delegations:

 RESOLVED that the minutes of the last regular meeting of Council held on Tuesday December 14, 2010 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Village of Glenboro give first reading to By-Law #726 (vis-à-vis borrowing/overdraft authorization at Westoba Credit Union). 

                                                                   “carried” 

 

RESOLVED that the Council of the Village of Glenboro give first reading to By-Law #727 (vis-à-vis the appointment of Eric Plaetinck as Chief Administrative Officer for the year 2011). 

                                                                   “carried” 

 

RESOLVED that the Council of the Village of Glenboro apply to the Minister of Highways and Transportation for “Grant in Aid” for the following work on the noted streets in the Village of Glenboro for the year 2011: 

Dust Control (Magnesium Chloride) on GlenTown Road and South Railway Avenue at an estimated cost of $5,000.00.

RESOLVED that the Council of the Village of Glenboro set the following rates for custom work completed within the Village of Glenboro utilizing Village Equipment and Manpower: 

Gravel:

 

$   15.00 per yard, delivered

Mower (1435 John Deere):

 

$   50.00 per hour

Tractor:

 

$   50.00 per hour

Garbage Truck:

 

$   50.00 per hour

1 Ton Truck:        

 

$   50.00 per hour

Tractor w/ Mower:

 

$   60.00 per hour

Grader:

 

$   85.00 per hour

Sewer Truck:       

 

$ 100.00 per hour plus $1.50/km

Effluent placed in Lagoon

 

$   15.00 per load

 AND FURTHER BE IT RESOLVED that all custom work completed “after hours” be invoiced at the minimum rate of three (3) hours.

 RESOLVED that the Council of the Village of Glenboro renew its membership with the following organizations and thereby authorize payment of the respective 2011 membership fees:         

Assiniboine Municipal Health Committee

Hudson Bay Route Association

Federation of Canadian Municipalities

Association of Manitoba Municipalities

Manitoba Municipal Administrators Association

Glenboro Community Development Corporation

Manitoba Good Roads Association

Burrough of the Gleann Museum

RESOLVED that pursuant to By-Law #714 of the Village of Glenboro, Taxervice Inc. be appointed to conduct Tax Sales for Village of Glenboro; 

AND FURTHER BE IT RESOLVED that pursuant to By-Law #714 of the Village of Glenboro, Donna Zinkiew, General Manager of Taxervice Inc. be appointed Tax Sale Manager for the Village of Glenboro; 

AND FURTHER BE IT RESOLVED that the 2011 Village Tax Sale be conducted on December 14, 2011.

RESOLVED that the Council of the Village of Glenboro adopt the “Anti-Harassment” policy, dated January 11, 2011 marked as Appendix “B-2011.”     

                                                                   “carried”

 

RESOLVED that the Council of the Village of Glenboro adopt the “Work Alone” policy dated January 11, 2011 marked as Appendix “C-2011.” 

                                                                   “carried”

 

RESOLVED that the Council of the Village of Glenboro grant the Tiger Hills Arts Association office space within the Village office building during the period January 1 to December 31, 2011 and that the Council of the Village of Glenboro value this gift-in-kind at $1,500.00.

RESOLVED that the Council of the Village of Glenboro approve the following grants/levies in favour of the Glenboro Community Development Corporation to aid in the 2011 operational costs of its’ respective facilities and promotion activities: 

Glenboro Community Promotion             $4,869.00

Glenboro Kinsmen Community Hall          $3,722.00

Glenboro Community Gaiety Theatre       $2,916.00

RESOLVED that the Council of the Village of Glenboro accept and approve the recommendations presented by the Glenboro-South Cypress Administrative Office/Staff Consolidation “Steering Committee” as fully detailed in their January 7th, 2011 meeting minutes, marked as Appendix “A-2011”. 

                                                                   “carried”

 

RESOLVED that the Council of the Village of Glenboro acknowledge and approve the receipt of the Glenboro Veterinary Services Board 2011 Budget and Levy request of $2,446.00 from the Council of the Village of Glenboro. 

                                                                   “carried”

 

 RESOLVED that the council of the Village of Glenboro authorize a grant in the amount of $200.00 to the Westman Region KidSport Committee. 

                                                                   “carried”

  

RESOLVED that the Council of the Village of Glenboro authorize Councillor Jesse Janz to attend the “Building a Better Community” workshop being held February 1, 2011 in Minto, Manitoba.

                                                                    “carried”

 

RESOLVED that the Council of the Village of Glenboro authorize Councillor Jesse Janz to attend the “Recreation Connections” conference being held February 16 – 18, 2011 in Winnipeg, Manitoba. 

                                                                      “carried”

  

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2010 accounts from cheque #4166 to and including cheque #4199 amounting to a total of $27,421.74 as fully detailed to Council by the Chief Administrative Officer.

                                                                        “carried”

 

RESOLVED that the Council of the Village of Glenboro do now adjourn at 10:21 p.m., to convene again at the next regular meeting scheduled for Tuesday February 8, 2011 at 7:00 p.m.
