Minutes of the eighth regular meeting of
the 2010/2011 Council of the Village of Glenboro held in the Village/Municipal
Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, June 14,
2011 at 7:00 p.m. Present at the meeting: Mayor Robert G.
Jewsbury, Councillors Wayne C. Davidson, Loren H. Nelson, Jesse K. Janz, Steve
R. Bjornson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief
Administrative Officer Darren J. Myers. Mayor Robert G. Jewsbury, presiding,
called the meeting to order at 7:00 p.m.
During the meeting, at the time
indicated, Council met with the following delegations and conducted the noted

p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday May 10,
2011 be taken as circulated and approved, all statutory requirements having been
fulfilled.
“carried” RESOLVED that the Council of the
Village of Glenboro accept the tender submitted by Zenith Paving of Brandon,
Manitoba for the following work to be completed in the summer of 2011: Excavate and remove 300mm of surplus
material at the junction of Railway Avenue and Broadway Street, perform the
required shaping and compaction of the sub-base and supply and place 150mm of
crushed gravel base at and for the quoted price of $2,459.00 plus applicable
taxes.
“carried” WHEREAS concerns have been raised
regarding the safety of children, pedestrians and motorists who pass through the
intersection of Donald Avenue and Christie Street; AND WHEREAS excessive speed by a
segment of the motoring public is responsible for creating an unsafe
intersection within the Village of Glenboro; NOW THEREFORE BE IT RESOLVED that the
Council of the Village of Glenboro create a 4-way stop at the junction of
Christie Street and Donald Avenue.
“carried” Variation Order No. V06-11-G WHEREAS R. and N. Nicholson, owners
of the property legally described as Lots 13 and 14; Plan 1152 MLTO in the
Village of Glenboro and located at 140 Railway Avenue in Glenboro, applied to
the Village of Glenboro Variation Board to vary the application of Part IV,
Section 8, Table IV-II Bulk requirements of Zoning By-Law No. 458 provided under
Part 6 of the Planning Act as it applies to the property, in order to vary the
established requirements as follows: FROM:
Minimum side yard setback (corner), for an accessory structure, of 15’
0” in an “R” – Residential District. Maximum total lot coverage for
accessory structures of 10% of the lot in an “R” Residential District. TO:
Minimum side yard setback (corner), for an accessory structure, of
6’0” in an “R” Residential District. Maximum total lot coverage for
accessory structures of 16% of the lot in an “R” Residential District. FOR THE PURPOSE OF: Constructing a
30’ wide x 42’ long x 8’ high detached pole style garage. And after careful consideration of
the application and any representations made for or against the variation sought
by the applicant, Richard Nicholson. The Village of Glenboro Variation
Board in meeting duly assembled this 14th day of June, A.D. 2011. “APPROVED” the said Variation. Approval is given subject to the
following conditions: That the structure be complimentary
to the residential nature of the surrounding area. Approval shall expire if not acted
upon within 12 months of the date of making.
“carried” RESOLVED that the Council of the Village
of Glenboro authorize a grant of $600.00 to the Glenboro-South Cypress Regional
Library to hire a summer student for the summer of 2011 to facilitate summer
programs for area youth. “carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2011 accounts from
cheque #4426 to and including cheque #4469 and cheque #4471 to and including
cheque #4480 amounting to a total of $91,968.66 as fully detailed to Council by
the Assistant Chief Administrative Officer.
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2011 account/cheque
#4470 amounting to $4,608.21 as submitted to Council by the Assistant Chief
Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 11:00
p.m., to convene again for the next regular meeting of Council scheduled for
Monday July 11, 2011 at 7:00 p.m.
