Minutes of the fifth regular meeting of the 2010/2011 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, March 8, 2011 at 7:00 p.m. Present at the meeting: Mayor Robert G.
Jewsbury, Councillors Wayne C. Davidson, Loren H. Nelson, Jesse K. Janz, Steve
R. Bjornson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief
Administrative Officer Darren J. Myers.
Mayor Robert G. Jewsbury, presiding,
called the meeting to order at 7:00 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday February
8, 2011 be taken as read and approved, all statutory requirements having been
fulfilled.

“carried” RESOLVED that the Council of the
Village of Glenboro accept the student employment application submitted by Jory
Coates of Glenboro, Manitoba for the employment term Monday May 2, 2011 to
August 19th, 2011 for a
40-hour work week.
“carried” RESOLVED that the year 2011 spring
road restrictions for designated Village roads/streets within the limits of the
Village of Glenboro, will commence on or after March 15, 2011; (actual
implementation date dependent on weather conditions) and shall remain in effect
for a period of up to 10 weeks, as determined by Council; The following specified Village
roads/streets, lying within the Village of Glenboro, which is classified as a
“B Highway”, shall be weight restricted, when so posted, to 65% of normal
axle loads; ½ mile of Public Road lying within
Section 10; Township 7; Range 14 WPM, referred to as the north I.P.L. Road, and ½ mile of Public Road lying within
Section 10; Township 7; Range 14 WPM from the intersection of Miles Street and
Railway Avenue West to Municipal Road #81, referred to as West Railway Avenue. With the exception of the above noted
roads, all other Village street/roads, within the limits of the Village of
Glenboro will not be subject to spring weight restrictions.

that the Council of the Village of Glenboro jointly with the Council of the
Rural Municipality of South Cypress set the following days/hours of operation
for the Glenboro Waste Disposal Grounds/Transfer Station for the period March 14
to November 6, 2011:
Monday
9:00 a.m. to 4:00 p.m.
Wednesday
1:00 p.m. to 8:00 p.m.
Friday
9:00 a.m. to 4:00 p.m.
Saturday
9:00 a.m. to 4:00 p.m.
“carried” RESOLVED
that the Council of the Village of Glenboro accept the student employment
application submitted by James Abbey of Glenboro, Manitoba for the position of
Manager of the Glenboro Youth Job Centre for the period May 3 to August 12, 2011
subject to the terms and conditions specified in the 2011 employment contract.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Western Manitoba
Regional Library’s 2011 budget and levy request of $5,253.90 ($8.30 per
capita) from the Village of Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro grant $150.00 to the Glenboro Agricultural Society to aid in
the staging of their annual fair to be held June 30 and July 1, 2011.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Glenboro Cemetery
Committee’s 2011 budget and levy request of $2,200.00 from the Council of the
Village of Glenboro.

RESOLVED that the Council of the Village of Glenboro acknowledge and
approve receipt of the Assiniboine Hills Conservation District’s 2011 budget
and levy request of $862.86 from the Council of the Village of Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Glenboro-South
Cypress-Wawanesa Handi Transit’s 2011
budget and levy request of $7,000.00 from the Council of the Village of
Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize Mayor Bob Jewsbury and Councillor Steve Bjornson
to attend the Manitoba Good Roads Annual Meeting and Banquet being held in
Brandon, Manitoba on Tuesday, April 12, 2011. “carried” RESOLVED that the Council of the
Village of Glenboro authorize Council Members R. Jewsbury, L. Nelson, S.
Bjornson, W. Davidson, J. Janz and Assistant C.A.O. Darren Myers to attend the
A.M.M. Municipal Officials Seminar being held April 13th and 14th,
2011 in Brandon, Manitoba.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize and empower the Mayor and Chief Administrative
Officer to sign a 2011 municipal funding and payment agreement with Multi
Material Stewardship Manitoba as per the terms and conditions outlined in their
letter dated March 7, 2011.
“carried” RESOLVED that the Council of the
Village of Glenboro adopt the Villages’ Financial Statement for fiscal year
ending December 31, 2010 as presented by the Assistant Chief Administrative
Officer showing a net operating surplus of $61,427.09.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2011 accounts from
cheque #4280 to and including cheque #4307 and cheque #4309 to and including
cheque #4318 amounting to a total of $60,529.22 as fully detailed to Council by
the Assistant Chief Administrative Officer.
“carried” Prior to the presentation of Resolution #2011-050 and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2011 account/cheque
#4308 amounting to $342.74 as submitted to Council by the Assistant Chief
Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:40 p.m., to convene again for a special
meeting of Council (Fiscal Year 2011 Budget Meeting) scheduled for Sunday April
3, 2011 at 7:00 p.m.
