Minutes of the seventh regular meeting of the 2010/2011 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, May 10, 2011 at 7:00 p.m. 

Present at the meeting: Mayor Robert G. Jewsbury, Councillors Wayne C. Davidson, Loren H. Nelson, Jesse K. Janz, Steve R. Bjornson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers. 

Mayor Robert G. Jewsbury, presiding, called the meeting to order at 7:00 p.m.

 

     

During the meeting, at the time indicated, Council met with the following delegations:

W.R. Bill Shackel   }    Council Presentation to Retired Mayor   - 7:30 p.m. 

Brent Pringle        } Residential Lots & Village Subdivisions   - 8:00 p.m. 

Armand Vallotton  } Village Foreman – Public Works Report   - 8:30 p.m. 

 

 

RESOLVED that the minutes of the last regular meeting of Council held on Monday April 11, 2011 and a special meeting of Council held on Wednesday April 20, 2011 be taken as circulated and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #729 (vis-à-vis 2011 School and Municipal Property Tax Levy).

RESOLVED that Council of the Village of Glenboro ratify the actions of the Sanitation and Sewer Committee since April 19th, 2011 in their bid to deal with the effects of excessively high water levels in the Village of Glenboro and the subsequent impact this has had on the Village sewer system;

 

AND FURTHER BE IT RESOLVED that the Village Council ratify the rental of a “Trash” diesel pump from Assiniboine Injections of Rathwell, Manitoba and the rental of a “Trash” diesel pump and hose from Ken Carrett of Sydney, Manitoba;

 

AND FURTHER BE IT RESOLVED that the Village Council ratify the hiring of Towle Construction of Portage, Manitoba to fix sewer breaks on Lyall Street and Miles Street.

RESOLVED that the Council of the Village of Glenboro grant Manitoba Conservation permission to dump approximately 15,000 gallons of effluent into the Village Lagoon between May 13th and 23rd, 2011;

 

AND FURTHER BE IT RESOLVED that the Village invoice Manitoba Conservation for the use of same.

RESOLVED that the Council of the Village of Glenboro accept the tender submitted by Zenith Paving of Brandon, Manitoba for the following work to be completed in the summer of 2011:

 

Ø      The supply and placement of an average of 40mm of asphalt on Christie Street from Railway Avenue to Donald Avenue, at and for the quoted price of $23,625.00 plus applicable taxes;

 

Ø      The supply and placement of 42.1 square metres of concrete drain channel and 100mm of asphalt patching along said drain channel at and for the total quoted price of $8,091.00 plus applicable taxes;

RESOLVED that the Council of the Village of Glenboro sponsor the Glenboro UCT Bike Rodeo being held June 6, 2011 at Glenboro School and hereby authorize a grant of $30.00 for the purchase of a new bicycle helmet.

WHEREAS Statistics Canada will conduct the “Census of Population” on Tuesday May 10, 2011; 

AND WHEREAS the Village of Glenboro supports the census because census information is important for our community and is vital for planning services such as schools, daycare, police services and fire protection; 

AND WHEREAS the Statistics Act requires that personal information provided on census questionnaires will be kept strictly confidential; 

NOW THEREFORE BE IT RESOLVED that I, Robert G. Jewsbury, Mayor of the Village of Glenboro, do hereby declare the week of May 9 to 13, 2011 as CENSUS WEEK in the Village of Glenboro and call upon all residents to complete and return their census questionnaires online at www.census2011.gc.ca or by mail, by Tuesday, May 10, 2011.

RESOLVED that the Council of the Village of Glenboro authorize Mayor Robert Jewsbury to attend the Assiniboine Municipal Health Committee meeting being held in Rivers, Manitoba on Monday May 16th, 2011.

RESOLVED that the Council of the Village of Glenboro authorize all Members of Council and Assistant CAO Darren Myers to attend the A.M.M. Western District meeting being held in Tilston, Manitoba on Wednesday June 15, 2011. 

                                                        “carried”

 

 

RESOLVED that the Council of the Village of Glenboro authorize Assistant CAO Darren Myers to attend the Manitoba Municipal Administrators’ Association Executive Strategic Planning Workshop June 24 – 26, 2011 at the Elkhorn Resort and Conference Centre.

 

                                                    “carried”

 

 

 

 

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2011 accounts from cheque #4374 to and including cheque #4409 and cheque #4411 to and including cheque #4425 amounting to a total of $42,842.45 as fully detailed to Council by the Assistant Chief Administrative Officer.

Prior to the presentation of the following Resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution.

  

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2011 account/cheque #4410 amounting to $2,698.98 as submitted to Council by the Assistant Chief Administrative Officer.

RESOLVED that the Council of the Village of Glenboro do now adjourn at 10:07 p.m., to convene again for the next regular meeting of Council scheduled for Tuesday June 14, 2011 at 7:00 p.m.
