Prior to the commencement of the
meeting, in accordance with Section 101(1) of the Municipal Act, the Mayor and
all Councillors present each made and subscribed a Declaration of Qualification
and Declaration of Office. Mayor Robert G. Jewsbury, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the time
indicated, Council met with the following delegation:

11, 2011 be taken as read and approved, all statutory requirements having been

“carried” RESOLVED that the 2011/2012 Council of the Village of Glenboro meet regularly at the Village/Municipal Office at 618 Railway Avenue Glenboro, Manitoba on the second Tuesday in each month commencing at 7:00 p.m. or at an alternate date or time as deemed necessary.

By-Law).
“carried (5-0)” RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #732 (Cancellation
of taxes owing to the Village of Glenboro).
“carried” RESOLVED that the
Council of the Village of Glenboro give first reading to By-Law #733 (2011/2012
Council Members’ Indemnities & Compensation).
“carried” RESOLVED that the Council of the
Village of Glenboro support the Glenboro Curling Club by retaining advertising
space at the club during the 2011/2012 season at a cost of $50.00.
“carried” RESOLVED that the Council of the
Village of Glenboro award a grant in the amount of $200.00 to the Glenboro UCT
to aid in their hosting of the Santa Claus Parade of Lights December 3,
2011.
“carried” RESOLVED that the Council of the
Village of Glenboro officially appoint Armand Vallotton as Equipment Operator
and Maintenance Foreman for the Village of Glenboro for the year 2012 as per
terms and conditions to be specified in his 2012 employment agreement.
“carried” RESOLVED that the Council of the
Village of Glenboro accept the tender submitted by Val Outhwaite (Petals and
Presents) of Glenboro, Manitoba for the supply and planting of flowers in the
Village of Glenboro for the summer of 2012 for the quoted price.
“carried” RESOLVED that the Council of the
Village of Glenboro enter into a 2012 and 2013 cost sharing subsidy program
agreement with the Province of Manitoba whereby the Village of Glenboro and
Province would subsidize a total of 60% of the cost of installing sewer/drain
back up systems to a maximum of $3,000.00 per household in the Village of
Glenboro, with the subsidized portion split equally between the Village and
Province, to a maximum Village contribution of 5 permits/applicants or $5,000
per year; AND FURTHER BE IT RESOLVED that
the Village of Glenboro administer the program.
“carried” RESOLVED that the Council of the
Village of Glenboro endorse the proposal put forth by the Assiniboine Hills
Conservation District (AHCD) regarding the expansion of the AHCD to include the
City of Brandon as a partnering member.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize Councillor Jesse Janz to attend the Recreation
Connections Conference being held February 29 – March 2, 2012 in Winnipeg,
Manitoba.
“carried” RESOLVED that the Council of the
Village of Glenboro award a grant in the amount of $63.30 to Manitoba Crime
Stoppers to assist in offsetting the costs associated with the community based
policing program.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2011 accounts from
cheque #4674 to and including cheque #4715 and cheque #4717 to and including
cheque #4723 amounting to a total of $218,568.86 as fully detailed to Council by
the Assistant CAO.
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED that the Council of the
Village authorize the payment of fiscal year 2011 account/cheque #4716 amounting
to $657.82 as submitted to Council by the Assistant C.A.O.

Village of Glenboro do now adjourn at 10:48 p.m. to convene again at the next
regular meeting scheduled for Tuesday December 13, 2011 at 7:00 p.m.
