Mayor Robert G. Jewsbury, presiding, called the meeting to
order at 7:00 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday
September 13, 2011 be taken as circulated and approved, all statutory
requirements having been fulfilled.

RESOLVED that the Council of the Village
of Glenboro give first reading to By-Law #730 (Nuisance Noise By-Law). “carried” RESOLVED that the Council of the
Village of Glenboro, jointly with the Council of the R. M. of South Cypress, set
the following days/hours of operation for the Glenboro Waste Disposal
Grounds/Transfer Station for the period November 7, 2011 to March 12, 2012: Monday
9:00 a.m. to 4:00 p.m. Wednesday
1:00 p.m. to 5:00 p.m. Friday
9:00 a.m. to 4:00 p.m. Saturday
9:00 a.m. to 4:00 p.m. “carried” RESOLVED
that the Council of the Village of Glenboro appoint all members of the
Glenboro-South Cypress Fire Department as special constables for the Village of
Glenboro during October 29, 2011 to and including November 1, 2011 for the
purpose of policing the Village during Halloween; AND FURTHER BE IT RESOLVED that the
Village of Glenboro pay a flat fee of $1,000.00 to the Fire Department for this
service.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and accept notification from the City of Brandon
that the 2012 enhanced 9-1-1 service fees for the Village will be set at $2.99
per capita.
“carried” RESOLVED that the Council of the Village
of Glenboro authorize a grant in the amount of up to $250.00 to the Spruce Lakes
Recreation District to host an Automated External Defibrillator Training Course
for community volunteers.
“carried” WHEREAS Diabetes is a serious condition
affecting more than 250 million people worldwide; AND WHEREAS Diabetes is the leading
cause of death by disease; AND WHEREAS more than 9 million
Canadians live with Diabetes or Prediabetes; AND WHEREAS more than 94,000 Manitobans
currently live with Diabetes or Prediabetes; AND WHEREAS nearly one in four Canadians
either has Diabetes or Prediabetes; AND WHEREAS more than 20 people are
diagnosed with the disease every hour of every day; AND WHEREAS there is a great need to
raise funds for research into better methods of treatment, and ultimately a
cure; AND WHEREAS the costs of Diabetes in
Canada is approximately $12.2 billion and is expected to rise by another $4.7
billion in 2020; AND WHEREAS the Canadian Diabetes
Association is leading the fight against Diabetes by helping people with
Diabetes live healthy lives while working to find a cure; AND WHEREAS the Canadian Diabetes
Association and JDRF invite governmental and non-governmental organizations to
observe Diabetes Awareness Month and recognize World Diabetes Day in order to
raise public awareness of Diabetes and its’ related complications; NOW THEREFORE BE IT RESOLVED THAT I,
R.J. Jewsbury, Mayor of the Village of Glenboro, do hereby proclaim the month of
November 2011 as Diabetes Awareness Month and November 14th, 2011 as
World Diabetes Day in the Village of Glenboro. I call upon all citizens to
combat this disease and its’ life threatening complications by familiarizing
themselves with the Diabetes warning signs, making healthy lifestyle choices and
by accessing the best quality of care that Manitoba provides to its’ citizens
with Diabetes. “carried”
RESOLVED that the Council of the Village of Glenboro, jointly with the
Council of the R. M. of South Cypress, offer financial training assistance for
up to 6 persons selected for the EMT Program during the 2011 – 2012 scholastic
year;
AND FURTHER BE IT RESOLVED that any or all such selected students duly
registered in the said training program, upon application to the Glenboro
Community Development Corporation, will be considered for an “Up Front”
repayable loan in order to offset their initial registration, tuition and
textbook costs;
AND FURTHER BE IT RESOLVED that each of the six selected students be
authorized to receive a grant of up to a maximum of $670.00 upon the successful
completion of the program and the associated certification as Provincial EMTech.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2011 accounts from cheque #4635 to and including cheque
#4663 and cheque #4665 to and including cheque #4673 amounting to a total of
$47,344.65 as fully detailed to Council by the Assistant C.A.O.
“carried” Prior to the presentation of the following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2011 account/cheque
#4664 amounting to a total of $525.76 as fully detailed to Council by the
Assistant Chief Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:50 p.m. to convene again for the next
regular meeting of Council scheduled for Tuesday November 8, 2011 at 7:00 p.m.
