Robert G. Jewsbury, presiding, called the meeting to order at 7:00 p.m. During

RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday August
9, 2011 be taken as circulated and approved, all statutory requirements having
been fulfilled.

RESOLVED
that the Council of the Village of Glenboro contract the services of Unijet of
Winnipeg, Manitoba to camera the following sewer lines located in the Village of
Glenboro: Ø
Christie
Street to Broadway Street Ø
Duncan
Street to James Street Ø
That
portion of Warwick Avenue from 213 Warwick Avenue to
Cochraine Street at
and for the quoted price of $12.00 per metre plus $1,500.00 mobilization fee
plus all applicable taxes.

that the Council of the Village of Glenboro accept an “offer to purchase”
submitted by Joyce Wilton of Glenboro, Manitoba for the purchase of Lot(s) J, K
and L Block 18 Plan 755 owned by the Village of Glenboro.; AND
FURTHER BE IT RESOLVED that all transfer and legal costs be the responsibility
of the purchaser.

that the Council of the Village of Glenboro, in conjunction with the Council of
the R. M. of South Cypress, spread approximately 125 yards of gravel on Road 81W
from the Slaughterhouse Road to P.T.H. #2 at a cost of approximately $700.00
plus applicable taxes.

RESOLVED that the Council of the Village of Glenboro authorize the
purchase of a Memorial Wreath and Ribbon from the Royal Canadian Legion to be
used during the November 11th, 2011 Remembrance Day Services in
Glenboro, Manitoba at a cost of $115.00 plus shipping, handling and all
applicable taxes.

Breast Cancer is the most common Cancer in Canadian women and is a serious
disease that will affect 23,400 women, 190 men and their families this year; AND
WHEREAS it is of great importance that money is raised for funding Breast Cancer
research projects and community programs; AND
WHEREAS the Canadian Breast Cancer Foundation strives to be an effective
advocate, a trusted leader, a respectful partner and a resourceful catalyst in
creating a future without Breast Cancer; NOW
THEREFORE BE IT RESOLVED THAT the Council of the Village of Glenboro do hereby
proclaim the month of October 2011 as “BREAST CANCER AWARENESS MONTH”
in the Village of Glenboro, Manitoba.

WHEREAS
in the face of crime or conflict, restorative justice offers a philosophy and
approach that views these matters principally as harm done to people and
relations; AND
WHEREAS restorative justice approaches strive to provide support and
opportunities for the voluntary participation and communication between those
affected by crime and conflict (victims, offenders, community) to encourage
accountability, reparation and a movement towards understanding, feelings of
satisfaction, healing and a sense of closure; AND
WHEREAS this years’ theme for Restorative Justice Week is “Re-visioning
Justice,” it is an opportunity to learn about restorative justice, educate and
celebrate along with other communities across the country during the week; NOW
THEREFORE BE IT RESOLVED that the Council of the Village of Glenboro do hereby
proclaim November 13th to 20th, 2011 as Restorative
Justice Week in the Village of Glenboro.

RESOLVED that the Council of the Village of Glenboro sponsor Councillor
Steve Bjornson to participate in the “Big Bike Ride” being held in Glenboro,
Manitoba on September 17th, 2011 and authorize a grant of $50.00 to
the Heart and Stroke Foundation of Manitoba.

that the property assessments as listed under Schedule be added to the Village
of Glenboro’s 2011 Assessment Roll under the authority of Section 321(1) of
the Municipal Act;
AND FURTHER BE IT RESOLVED that the additional taxes thereon as set
out in Schedule be added to their respective property within the Village of
Glenboro, as added taxes for the year 2011 under the authority of Section 321(1)
of the Municipal Act.

RESOLVED that the Council of the Village of Glenboro authorize all
members of Council and the Assistant C.A.O. to attend the Association of
Manitoba Municipalities’ 13th Annual Convention being held in
Brandon, Manitoba November 21st – 24th, 2011.

RESOLVED that Village Foreman, Armand Vallotton be authorized to attend
the Manitoba Water and Wastewater Associations’ 2012 Conference being held in
Brandon, Manitoba January 9th and 10th, 2012.

RESOLVED that Village Foreman Armand Vallotton be authorized to attend
the Manitoba Water and Wastewater Associations’ “Wastewater Math
Refresher” being held in Winnipeg, Manitoba on October 12th, 2011.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2011 accounts from cheque #4584 to and including cheque
#4621 and cheque #4623 to and including cheque #4634 amounting to a total of
$86,639.63 as fully detailed to Council by the Assistant C.A.O.
“carried” Prior to the presentation of the following
resolution and the associated subject, Councillor Loren Nelson, having a
personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED
that the Council of the Village of Glenboro authorize the payment of fiscal year
2011 account/cheque #4622 amounting to a total of $3,883.60 as fully detailed to
Council by the Assistant Chief Administrative Officer.

that the Council of the Village of Glenboro do now adjourn at 10:50 p.m. to
convene again for the next regular meeting of Council scheduled for Tuesday
October 11, 2011 at 7:00 p.m.
